Mentamorphmagi

Just a little question on Mentamorphmagi. I'm writing a story in which I'd like one of the characters to be Mentamorphmagi, but I'm not exctly sure of the genetic makeup.

Could a child of two Muggles be a Mentamorphagus?

Could a child of a squib and a Muggle be a Mentamorphagus? Also, would they even have magical abilities?
