As far as I know, there is some sort of protocol enabling an admin to change someone's username, but it's one of those deals where you picked it and you're stuck with it -- no changes. Trust me, if we were allowed to go back and pick a new one, I would've jumped on that bandwagon long, long ago.
If Nicole has more modly information on this subject, then feel free to interject, but as far as anyone has ever been concerned, you are stuck with your username.

To answer the question about changing a member's name: Nope. We are not permitted to change them. It's like it was said above me . . . you're kinda stuck with what you chose in the first place.
