I don't think they'd support a German one any more than that.

The thing about the French is not history, really - it's each individual. Voldemort would have to appeal to them in ways that he doesn't to the English. He has to show them that the Muggles are taking the beauty/glory of their France, how Muggles taint the French language and etc, etc, etc. It's all about the propaganda.
