I think that while Tom was still at school, he may still have been human, but he was definitely a cold-hearted, cruel guy. I really don't think he'd want to get involved in a relationship, unless it was for personal gain.

Even then all I can see him doing is maybe a bit of flirting. He was very charming and handsome, so i think he'd be able to twist a girl around his finger regardless of whether she slept with him or not.
