Yes, you can.

Are Next-Gen kids considered Minor characters, or do they have to be more minor like Blaise Zabini and Susan Bones?
Yes, Next Gen characters like Albus Severus or Rose are considered minor characters.
Will the entries be judged all together when the challenge ends in May? Also, is Cho Chang a minor character?

Yes, Cho is a Minor Character.
As to when the challenges will be judged: I honestly can't tell at the moment, Sarah. I wanted to do it already, but simply couldn't find the time yet due to RL work. Maybe I'll judge everything once all three parts are over, or on the first chance I see some freetime.

Anyway, I've got another question. I've chosen to do the third prompt, the one about the wedding. Do I have to include all aspects of it, like how calm they are and what they think about the fiance? At the moment my fic mainly concentrates on the day before the wedding and slightly on the day itself, and only mentions the other things briefly. Would I have to expand on them more for it to qualify?

I suppose I need the answer to this question as well. I, too, included some of the day before, and only a bit of the wedding day itself.
My apologies for answering so late.
The questions are more of an inspiration, to get your muses going. You don't have to answer every single one of them and incorporate that in the story. However, as the challenge is mainly about characterisation, I would like to see something of the thoughts and feelings your chosen character has on the day of the wedding or before the big event - maybe even the day(s) after the ceremony - as I believe a person's thoughts and feelings define that person's actions and thus create the character.
I hope that answers your questions. :)
Bine, my love,
Can I have a ruling on a minor/major character? I want to write Bill Weasley for this months CC triathlon (I'm halfway through), but thought I'd check the threads. He's considered Major, because someone set up a thread for him in the Major Characters, but Fleur is set up in minor.
To be honest, it seems totally arbitory which cats any of the characters fall into, and who sets up the thread, so could you either give me a yay or a nay as to whether I can use him for minor? (He was minor in last terms class, by the way)
Thank you
Carole
