When were Frank and Alice tortured?
Hi - does anyone know when Frank and Alice were tortured by Bella? I'm assuming it was after Neville is born, but was it before James and Lily were killed? Would really appreciate some ideas! Thank you.

Well, we know that Frank and Alice were tortured for information about Voldemort's whereabouts after he fell, so this must mean that they were tortured after Lily and James' death. And yes, it was therefore also after Neville's birth, because he had already been born by the time Voldemort made his decision about who the prophecy referred to.

I'll expand rita_skeeter's answer a little so as not to be spammy.
Yes, it was after Lily and James's death. And Voldemort's Banishment from the physical realm. Probably shortly after. Perhaps November. Of the year 1981.

Also, don't forget that Bella's arrest and imprisonment -- which sprung from this event -- happened AFTER Sirius's arrest: He says that he saw her, along with the Lestrange brothers and Barty Crouch, Jr., entering into Azkaban from his own cell.
And we know that Sirius's arrest and imprisonment didn't happen until after November of 1981, so it would probably be shortly after that.
I'd say, around mid- to end November.
And if I'm not mistaken, Dumbledore mentions in the Pensieve scene in GoF that it happened after Voldemort fell. (I'd have to check to be 100% sure, though.)
